In 1960 Cardinal Konig of Vienna awoke from a coma after a serious car accident in former Yugoslavia; he looked at the wall of the hospital room and saw a picture of Tito. For the young archbishop this experience was the beginning of an internal process that led him to a special solidarity with the Christians in communist countries. For us the picture of this situation can help clear up a misunderstanding with which policies & politics are made today in Europe. It is the mistaken belief that real religious freedom is given if a society is free of religion, or - rather more diplomatically worded: Secularism is the proper way in which the state expresses its neutrality. This misconception, currently propagated by a judgment of the ECHR, is based on two false assumptions that, if held in a prejudice-free and reasonable discussion, could be easily disproved. Belgium's Herman van Rompuy is widely tipped for the presidency

EU leaders have chosen the Belgian Prime Minister, Herman van Rompuy, as their new President. Is he the best person for the job? Mr Van Rompuy, 62, backed by France and Germany, has a reputation as a coalition builder, having steered the divided Belgian government out of a crisis.

He was the unanimous choice after the UK dropped its support for Tony Blair. The job of foreignaffairs supremo has gone to the EU Trade Commissioner, Baroness Catherine Ashton from the UK. Prime Minister Gordon Brown said her appointment "gives Britain a powerful voice within the Council".

One of the two newly-appointed figures to the European Union's top jobs has hit back at criticism that she does not have enough experience for the post. Baroness Catherine Ashton told the BBC she was "the best person for the job" after her surprise choice as the EU's new foreign affairs chief.

Baroness Ashton was speaking after the two appointments of little-known figures drew a mixed response. Belgian PM Herman van Rompuy was named President of the European Council.

The US welcomed the announcement, saying it would make Europe a stronger partner.

However, the BBC's Jonny Dymond in Brussels says there has been some dismay at the choice of two candidates with a low international profile  PRAY  for Foreign Affairs head

 

2    Brussels readies plans for EU '2020 strategy'[fr][de]

The European Commission will propose plans for a wide-ranging strategy to lift the EU out of recession next week, inviting member states to lead Europe towards a green, knowledge-based economy by 2020, according to a draft paper seen by EurActiv.

3   Treaty opens EU door to national parliaments[fr][de]

European Commission President José Manuel Barroso sent a letter to the speakers of the EU 27's national parliaments this week, informing them of their increased powers under the Lisbon Treaty, EurActiv has learned.

Background:

The Lisbon Treaty will for the first time in the history of the EU give national parliaments explicit democratic powers (see EurActiv LinksDossier for more).Most notably, they will have the right to raise objections to European Commission proposals via the so-called 'yellow and orange card' procedure (EurActiv 09/05/08). This is essentially a means for national parliaments to enforce more stringently the principle of subsidiarity. Here is how it works:

If one third of national parliaments agree that an EU legislative proposal (usually from the Commission) breaches the subsidiarity principle, the EU executive is then obliged to reconsider it. This is known as the 'yellow card'. PRAY for wisdom and good leadership with new powers

Today's entry into force of the Lisbon Treaty should help the European Union to become "a real entity on the global stage," Elaine Cruikshanks, CEO of the Brussels arm of public affairs firm Hill & Knowlton, told EurActiv in an interview.The PA boss said "we can hopefully expect a more streamlined and more active European foreign policy" under Lisbon, the entry into force of which sees permanent EU President Herman van Rompuy and High Representative for Foreign Affairs Catherine Ashton assume their new posts. "One third-country ambassador indicated [to me] that he is looking forward to more continuity and consistency from the EU as a result of the innovation of a Council president," Cruikshanks said. The European Court of Human Rights strikes a blow against the continent's Christian heritage. It is likely that the court would not be this chary toward granting the use of Islamic symbols -- and certain that Islamic expression in Europe will continue to grow as Christianity continues to wane. The European Court of Human Rights has ruled against the use of crucifixes in classrooms in Italy.

It said the practice violated the right of parents to educate their children as they saw fit, and ran counter to the child's right to freedom of religion.

STOCKHOLM, Nov. 20 (Xinhua) -- The European Union (EU) on Friday called on all countries to give children a better future by turning their U.N. Convention on Rights of the Child commitments intoaction. "There is a need to continue to translate the pledge the Convention entails into tangible action that ches every child with the incontrovertible message that they must be free to fully enjoy their human rights," Sweden, the rotating presidency of the EU, said in a statement. The 27-nation bloc described the Convention as "a landmark document which has fundamentally changed the way the international community, governments, non-government organizations and many other actors view children and their rights".  "The EU is fully committed to tackling the challenges and stands ready to work with partners to deliver on our collective promise for a better future for the world's children," said the statement. The arms were intended for Hezbollah in Lebanon, the Israelis say

Israel's navy has intercepted a ship carrying hundreds of tonnes of Iranian weapons intended for Hezbollah in Lebanon, the Israeli military has said.

The Antiguan-flagged vessel, Francop, was boarded 160km (100 miles) off the Israeli coast, the military said, and has been towed to the port of Ashdod. PM Benjamin Netanyahu said the arms were intended to strike Israeli cities. .

Top aides of the Obama administration have this month been quietly stoking the remnant coals of the peace process, raising expectations that the US president, whose popularity remains relatively high, may now be willing to go beyond gently rapping Israel's knuckles.The ball started rolling when Barack Obama's national security advisor, General James Jones, addressed the fourth annual gala of the American Task Force on Palestine on 15 October.

6   China warns EU over climate talks

China has warned the European Union not to abandon the principle that rich nations bear a heavier burden in tackling climate change than their developing world counterparts.Chinese Premier Wen Jiabao telephoned European Commission President Jose Manuel Barroso on Monday (2 November) to say that for a successful deal to be reached at December's UN climate conference in Copenhagen, technology transfer and sufficient funding from the global north is required.

Technology transfer and 'common but differentiated responsibilities' are the key, says Mr Wen (: Dutch EU Presidency) "Emphasis should be put on making clear and detailed arrangements for mitigation, adaptation, technology transfer and financing," Mr Wen told the commission president.

It is understood that while China, as a developing nation, has been pressing for a climate finance deal

6   Putin tells Europe not to be 'stingy' in Ukrainian gas row

The EU should pay the Ukrainian gas debt and not be "stingy", Russian Prime Minister Vladimir Putin said on Monday, raising fresh concerns about gas disruptions in the upcoming winter, just as Kiev prepares for presidential elections. "We have already paid US$2.5 billion to Ukraine for the transit. In other words, we rendered big economic aid to our Ukrainian partners by paying for the transit until the first quarter of 2010 inclusive. So let Europeans give at least a billion. Why are they being so stingy? They have money too," Mr Putin said on Monday after meeting his Danish counterpart, Lars Lokke Rasmussen.

7   NATO's role in Afghanistan

NATO’s main role in Afghanistan is to assist the Afghan Government in exercising and extending its authority and influence across the country, paving the way for reconstruction and effective governance. It does this predominately through its UN-mandated International Security Assistance Force. Since NATO took command of ISAF in 2003, the Alliance has gradually expanded the reach of its mission, originally limited to Kabul, to cover Afghanistan’s whole territory. The number of ISAF troops has grown accordingly from the initial 5,000 to around 50.000 troops coming from 42 countries, including all 28 NATO members. 8   Financial integration brought dangers for eastern Europe, says report

A new report by the European Bank for Reconstruction and Development warns that European financial integration has brought dangers as well as benefits for central and eastern Europe (CEE), while separate data suggest France is increasingly powering the EU's economic recovery. Internal reforms and the eventual accession to the European Union in 2004 by eight formerly communist CEE countries brought with it a huge increase in the level of foreign credit and capital entering the area.

But while this financial integration has had an overall positive effect on the region, it also brought "significant costs" says the European bank (EBRD) in an annual report published on Monday (2 November).
