you know not, but there have been some e-mails going around about prayer and
intercession concerning the EU and Brussels as capital of the EU. Since Brussels is the European capital, it
needs European prayer. A brother and prayer leader from Greece, George Markakis,
launched the idea in June, and we had some contact about it with several
European prayer leaders.
We want to have a first
meeting about this on November 4th. Franz Lippi, prayer leader in Austria and
South-East-Europe, will have a seminar in Brussels on November 2nd and 3rd, and
the day after (Sunday) we will come together with prayer leaders from Brussels,
Belgium and abroad to pray and talk together about this subject. Details from

At the June 2007 European
Summit, EU leaders agreed on a detailed mandate to finalise the text of a new
Treaty to reform the EU's institutions, ending a two-year stalemate following
the rejection of the Constitution in France and the Netherlands. The
details of the 'Reform Treaty' still need to be agreed upon, with the Portuguese
Presidency hoping to clinch an agreement in
October.

Following the failed
referenda on the draft EU Constitutional Treaty in France and the Netherlands in

The EU’s Reform Treaty
recently agreed in Lisbon lacks the organic logic of its predecessor, the Treaty
establishing a Constitution for Europe [selected portion on MEP’S]
One of the most difficult
issues which the Lisbon summit had to resolve was the question of seats in the
European Parliament. The Reform Treaty, copying its constitutional precursor,
changes the rules for the composition of the parliament, capping its size at 750
members, with 6 for the smallest country (Malta) and 96 for the largest
(Germany). The Treaty also provides that seats should be distributed within
these constraints according to the principle of degressive
proportionality.

What
is the EU reform treaty?
This is the title of a
new agreement being drawn up by European Union member states after attempts to
introduce an EU constitution failed. The document will amend two existing EU
treaties and is designed to make the EU work better, now that it has expanded to
27 members.
What will it
do?
The precise wording of
the document has yet to be agreed but the final draft is expected to contain
measures providing for:
·- a president of the European council who would
serve a two-and-a half-year term. This would replace the current system
of a rolling six-month presidency.
·- an EU higher
representative for foreign and security policy. This
would combine the posts of foreign affairs supremo Javier Solana, and
the external affairs commissioner Benita
Ferrero-Waldner.
·- reducing the size of
the European commission, with fewer commissioners than member
states, from 2014.
·- a redistribution of voting weights
between the member states, phased in between 2014 and
2017.
·-new
powers for the European commission, European parliament and European
court of justice, in
areas such as justice and home
affairs.

conservative former prime minister won the most votes in Slovenia's tight
presidential elections Sunday, but fell far short of the majority needed to
avoid a runoff.
Lojze Peterle, who
campaigned as an independent but has the backing of Prime Minister Janez Jansa's
center-right government, had about 28 percent of the vote with 95 percent of the
ballots counted, according to the Electoral Commission. Fifty percent was needed

Energy Conference was held on Thursday in the Egyptian Red Sea resort Sharm El

considered as out-and-out terrorist offences, according to new proposals that
the Commission will make public next Tuesday.
Brief News:The services of Vice President Franco
Frattini, the EU commissioner in charge of freedom, security and justice, have
drafted a document aimed at modifying the current set of EU rules against
terrorism to take into account the potential risks related to abuse of the
internet. The amendments enlarge the list of acts
currently considered terrorism-related offences, adding "public provocation to
commit a terrorist offence", "recruitment" and "training for terrorism".
