Portuguese Presidency, which took over at the EU's helm on 1 July 2007,
will focus on concluding talks on an EU Reform Treaty, as well as the
foreign policy agenda, with a particular focus on relations with Africa and Brazil.

Britons are more suspicious of Muslims than citizens of other big EU states while the French appear the most at ease with their Muslim population, according to a new poll.
The survey - conducted by the Harris agency for the Financial Times and
published on Monday (20 August) - suggests that the British have
hardened their attitudes towards Muslim inhabitants of their country
after the 2005 London bomb attacks.

The European parliament has promised to work closely with the European commission on the drafting of the new reform treaty, despite MEP concerns across a range of issues.
This
was the conclusion of an informal meeting on Tuesday between
parliament’s three strong IGC team and commission president José Manuel
Barroso.
In
a statement, the three MEPs: Elmar Brok, Enrique Barón Crespo and
Andrew Duff said, "We had a fruitful exchange of views [with the
commission president] over a wide range of topics concerning the draft
reform treaty.” “We discussed with Barroso the complexity of transforming the mandate of the European council into proper treaty form.

Tory MEPs have rounded on party leader David Cameron for declining an
invitation to a key gathering of centre-right leaders in Brussels. The UK Conservative leader turned down an invitation to Thursday’s annual EPP-ED meeting,
which is expected to include German chancellor Angela Merkel and the
new French premier, Francois Fillon, and is timed to coincide with this
week's EU summit. Cameron has pledged to pull the Tories out of the
EPP-ED after the 2009 European elections, promising to create a new
right-of-centre grouping in parliament.
2. Row looms over allocation of seats in EU parliament

A major row is looming over how additional seats for MEPs will be allocated after the next European elections.
Under the proposed reform treaty, 16 more seats will be ‘up for grabs’ after the elections in 2009.

parliament resumes after the Summer recess, French centre-right deputy
Alain Lamassoure is due to produce a report for the constitutional
affairs committee suggesting how the seats should be allocated.
But, already, several member states are jockeying for position, arguing their case for extra MEPs.
According to a parliamentary spokesman, the Poles are well-placed, along with the Spanish and, possibly, the Dutch.

Turkey's controversial Foreign Minister Abdullah Gul has been sworn in as the country's new president.
He is the first politician with an Islamist background
to become head of state since the creation of the deeply secular

4. Racism on rise in EU countries

EU’s Fundamental Rights Agency says racist violence and crime have been
on the rise in at least eight of the European Union’s 27 member states
in the last six years. The Agency’s report has identified ethnic
discrimination and unequal employment opportunities as serious problems
within the European Union.
The
EU’s human rights agency said it was impossible to present a full
picture of racist violence for all of the EU due to a severe lack of
national data. Eight countries have reported an increase in racist
crime over the last six years. Racist violence in Austria, Sweden and
the Czech Republic decreased over that time period, according to the
report. The Fundamental Rights Agency of the EU was inaugerated in
Vienna on March 1, 2007. It is the successor to the Monitoring Centre
on Racism and Xenophobia..

issues stand out, both highlighted by a new poll carried out for the

The European Parliament is due to host a controversial UN panel on the Palestinians' right to self-determination without external interference, despite criticism by Israel and some MEPs.
A
gathering of the UN's Committee on the Exercise of the Inalienable
Rights of the Palestinian People - founded in 1975 - will take place in
Brussels' seat of the EU assembly on 30-31 August.
The panel consists of 22 member nations and 26 observers. Of them, only Malta and Cyprus are EU countries.

security officials have been conducting secret talks with Hamas leaders
in the Gaza Strip over the past few weeks, Palestinian Authority
officials told The Jerusalem Post on Tuesday. The PA officials did not
reveal the identity of the visitors, except to say that they belonged
to three EU intelligence services. The Europeans are said to
have met with top Hamas leader Mahmoud Zahar, as well as Ahmed Yusef,
political adviser to Prime Minister Ismail Haniyeh.

United Nations-sponsored conference on the rights of Palestinians opens
this week at the European Union assembly, despite protests by Israel
and EU lawmakers who say the meeting's organizers have an anti-Israeli
agenda. The two-day panel meeting, opening Thursday at the EU assembly,
was convened by the UN's Committee on the Exercise of the Inalienable
Rights of the Palestinian People. It will discuss ways to achieve
Israeli-Palestinian peace, the committee said. But Israel views the
committee as a legacy of the 1975 UN General Assembly resolution which
was revoked in 1991 and which equated Zionism with racism. .
