In
just under two weeks, France’s president Nicolas Sarkozy has indulged
in a blizzard of activity, in contrast to the lofty lethargy of Jacques
Chirac’s last months. It goes down well with the electorate. Mr
Sarkozy’s popularity is second only to that of President Charles de
Gaulle in 1958. It suggests the centre-right will benefit in next
month’s parliamentary elections. On the European front, Mr Sarkozy has
declared his top priority is to solve the existing impasse over the
European Union constitutional treaty. He wants a new
“simplified” treaty to replace it, and he has set out his thinking on
trips to both Berlin and Brussels, as well as in an early meeting with
Tony Blair, the UK prime minister. Like Angela Merkel, the German
chancellor, the French president hopes for a clear outline to be agreed
at the June EU summit, and a new treaty to be finalised by the end of
the year.[READ more on http: link]

The flood of EU laws
From 14th May to 26th May the EU has passed laws which will impact on the UK. That is SIXTY ONE!
Since the start of May the total is 104.
An example of one of the laws recently introduced is below:
Commission
Regulation (EC) No 557/2007 of 23 May 2007 laying down detailed rules
for implementing Council Regulation (EC) No 1028/2006 on marketing
standards for eggs
Each
time the anti-democratic EU legislative process passes a law, a new
cost is added onto British businesses. As members of the European Union
there is nothing that our own democratic process can do to overturn
those decisions.
Forthcoming plans
Over the past week the EU has announced more plans, which include:

PARIS:
Prime Minister Romano Prodi of Italy backed President Nicolas Sarkozy's
proposal for a simplified European treaty, saying he wanted to get rid
of the idea of a Europe "paralyzed by vetoes."
Speaking at a press conference Monday after a meeting in Paris, the
two leaders said they backed a treaty that would give the 27-country
European Union a stable president, a foreign minister and more decision
making by majority voting. "We focused on what we want to see in it," Prodi said. "And we fully agree on the main pillars." .[READ more on http: link]

2 EU institutions not 'citizen-centred' enough

EUOBSERVER
/ BRUSSELS – EU institutions need to adopt a less cavalier attitude to
citizens, says the European Ombudsman, arguing that just because an
institution acts legally does not mean it is handling individual
enquiries well. Presenting the 2006 annual report on his activities, P.
Nikiforos Diamandouros said that EU institutions "have a way to go before they can be said to be truly citizen-friendly."
"An open-minded, citizen-centred and service-oriented administration is
the key to bridging the gap between citizens and institutions." .[READ more on http: link]

By Prague Daily Monitor/ČTK / Published 10 May 2007
Berlin/Brussels,
May 9 (CTK) - The Czech Republic wants the "red card" which the
parliaments of the 27 EU countries could apply against EU legislation
to be included in the new EU constitution, Czech negotiator Jan
Zahradil told CTK today. Prague has thus joined Poland and it
demands changes in the distribution of votes in the Council of the
European Union proposed in the rejected European Constitution.
The German paper Handelsblatt has written that Poland and the
Netherlands also want the "red card" right to be introduced. The votes
in the EU Council, where member states definitively pass bills and
directives, are distributed more or less according to the number of
inhabitants. .[READ more on http: link]

The EU has put the question of institutional reform back on the agenda, following the rejection of the draft European constitution in France and the Netherlands in 2005. The Union's aim is to promote peace, its values and the well-being of its peoples...

after the French and Dutch referendums, EU leaders agreed on a "period
of reflection" to decide what to do next. But Germany is now searching
for a way out of the impasse during its six-month presidency of the EU,
in the first half of 2007. The idea is that some of the reforms
envisaged in the ill-fated constitution should come into force during
2009. .[READ more on http: link]

immigration. Justice Commissioner Franco Frattini also wants a

a figure increasing by up to 500,000 every year because of easy access

EUOBSERVER / BRUSSELS - In its 2007 human rights report, leading human rights organisation Amnesty International argues "the EU as a beacon 'union of values' looked increasingly ambivalent" over the past year, with the treatment of migrants,
asylum seekers and its own Roma population highlighted as the key
subjects of concern. "The lack of long-term sustainable solutions and
the discourse of fear that dominates political agendas have led to
disturbing manifestations of racism and discrimination in Europe," said
