To
the surprise of many, God is working in amazing ways among the political
leadership in Europe. Here is the emerging story.
In the mid 1990’s a group of
believers in Brussels, Belgium, began praying together monthly for the
developing European Institutions in what had become the "Capital of Europe." The
European Union (EU) had developed significantly from its origins in the European
Economic Community (EEC) formed in 1957 with six European countries, to what is
now the political and economic community of twenty-seven member states. (See and
use listing under map as a prayer guide.)
With almost 500 million citizens,
the EU generates an estimated 31% of the world’s GDP. Twenty-one EU countries
are members of NATO, and EU citizens directly elect their Parliament every five
years. The European governmental structures are new and flexible. Our prayer was
that God’s people and ways would influence their processes.
The Scriptures make it clear that God’s
throne rules over all, and that in every situation He is working for the benefit
of the world which He loves, and for the extension of the Kingdom, the reign of
His Son.
It
was vital for us to be looking for the things that God was doing, and for the
people He was engaging. That was Jesus’ mode of operation: doing what He saw the
Father doing, and saying what He heard the Father saying.
PRAY
that the vision of the EU founders will continue and be a blessing and not a
curse.

As
the EU prepares to mark the fifth anniversary of the biggest enlargement in its
history on 1 May, conservative Western politicians are insisting in their EU
election campaigns that the time has come "to close the doors" to further
expansion, MEPs have warned.
German Green MEPs Gisela
Kallenbach, her party's rapporteur for a recent enlargement report, and Angelika
Beer, her party's spokesperson for foreign and security policy, warned yesterday
(27 April) that the EU election campaign must not threaten the Western Balkans'
EU accession prospects.

2 Parliament backs e-money overhaul

The European Parliament last week voted to reform rules governing e-money in the EU, hoping to encourage the uptake of electronic means of payment across Europe.
Background:
The European Commission is determined to increase the use of electronic payments as a safer and less expensive alternative to cash. The adoption of the Payment Services Directive and the establishment of the Single Euro Payment Area (SEPA) are both steps in this direction. So is the revision of the e-Money Directive.

2 EPP predicted to remain biggest group after EU parliament election

The new parliament is predicted to see a slight shift in power to the left but the EPP will remain the biggest political group. ALDE will remain the third largest group with a new grouping, which is expected to be formed by the British Conservatives, the next largest.
Libertas, the anti-Lisbon treaty group, is not expected to make any impression in the 4-7 June European elections while Eurosceptic groups will fail to attract the same levels of support as in the last election in 2004.
The big winners will be political groups from central and eastern Europe with Polish MEPs forecast to overtake Germans in being the biggest national delegation in the EPP group.

2 Protests mark opening of EU conservative congress[fr][de]

Some 2,000 workers from the iconic Gdańsk shipyards protested against European Commission President José Manuel Barroso as he arrived in Warsaw to participate in the Congress of the European People's Party (EPP), which confirmed his candidacy for a second term.
Speaking to journalists, Barroso avoided wading into the depths of the shipyards debate, preferring to concentrate on the EPP's strategy for the EU elections Later, amid a more cheerful atmosphere, EPP President Wilfried Martens concluded four hours of speeches by confirming that Barroso would be the EPP's official candidate for the European Commission presidency. The move hardly came as a surprise as the EPP had already endorsed him in October, albeit unofficially (EurActiv 16/10/08).
EPP leaders were confident that they would win the 4-7 June European elections, Martens said.

3 Albania files EU membership application[fr][de]

Albania formally applied to join the European Union yesterday (28 April), embarking on a lengthy path toward membership of the bloc, which is still digesting past enlargements and finds itself engulfed by economic crisis at present.
Background:
Applications for EU membership are usually filed in coordination between the applicant country and the European Commission. Besides Albania, the only countries in the Western Balkans who have yet to file membership applications are Serbia and Bosnia and Herzegovina. Kosovo, which declared independence in February 2008, is a special case, as it has not been recognised by all EU countries.

6 Russia invites Europe to join new energy charter

EUOBSERVER / BRUSSELS - Russia has floated plans for a new global treaty on trade in fossil and nuclear fuel in an attempt to consign to history an earlier pact, the 1991 Energy Charter Treaty.
Russian President Dmitry Medvedev unveiled the project at a press conference with Finnish head of state Tarja Hallonen in Helsinki on Monday (20 April). Mr Medvedev launched the new project in Helsinki on Monday (Photo: kremlin.ru) "Our task today is to maintain, or rather ensure for the future, the balance of producers of energy resources, transit states and consumers of energy resources," he said. A detailed paper has been sent to G20 and G8 members as well as Russia's allies and neighbours. Talks at the EU level are to begin "as soon as possible."

6 Turkish Cypriot vote result of disappointment with EU

The victory of nationalist hardliners in Sunday's parliamentary elections in northern Cyprus is due to disappointment at the EU's failure to end its isolation, Turkish Cypriot President Mehmet Ali Talat has said. The National Unity Party (UBP), which won the weekend poll, was able to take "advantage from the Turkish Cypriot people's disappointment with the failure of the European Union and the international community to fulfil their pledges," Mr Talat told the BRTK television channel on Monday (20 April), reports AFP news agency. Turkish Cypriot president Mehmet Ali Talat remains in charge of negotiations for the Turkish side
The final results of the election showed the UBP receiving around 44 percent of the vote and taking 26 seats in the 50-seat parliament, beating the governing left-wing Republican Turkish Party.

6 Zagorski: Tough task ahead for EU-Russia talks

Energy, trade, investment and security will be at the heart of EU-Russia partnership negotiations, Andrei V. Zagorski told EurActiv Slovakia in an interview. The Russian expert predicts that negotiations will be difficult as the EU-Russia relationship is "not going through the best time". But the Russian academic is hopeful that agreement can be struck, citing substantial "mutual interests".
Dr. Andrei V. Zagorski is an expert on European security, relations between Russia and NATO and relations between Russia and European organisations (including the Organisation for Security Co-operation in Europe and the EU institutions). He is a professor at MGIMO (the Moscow State Institute for International Relations).

6 Turkey to normalise relations with Armenia

Turkey and Armenia have agreed on a framework to normalise relations in a step that is the first of its kind since Turkey closed its border to Armenia in 1993. The statement came ahead of the April 24 commemoration of mass killings of Armenians by Ottoman Turks in 1915. The two countries are engaged in high-level talks to restore ties."The two parties have achieved tangible progress and mutual understanding in this process and they have agreed on a comprehensive framework for the normalisation of their bilateral relations," said a statement issued by the foreign ministries of both countries.

EUOBSERVER / BRUSSELS - European Commission President Jose Manuel Barroso ended an embarrassing four-day long spat between Italy and Malta over 140 African migrants, with Rome finally agreeing to take them in.On Monday morning, a group of about 30 migrants were escorted from the Turkish cargo ship that had rescued them to southern Sicily to begin asylum procedures. A group of 20 migrants with health problems were already evacuated to the Italian island of Lampedusa.

The European Union's law enforcement agency, Europol, counted a total of 515 terrorist attacks carried out or planned in the union in 2008. 7 Kosovo asks UN to end its mission

The United Nations has been told to end its mission in Kosovo as its presence has become unnecessary since the country gained independence from Serbia a year ago, its president, Fatmir Sejdiu, announced yesterday (22 April). "During these 10 years, Kosovo's institutions and UNMIK [the UN mission] have marked good results in rebuilding the country," Sejdiu said after meeting UN governor Lamberto Zannier. "However, we think now it is time to close this mission successfully."
Zannier said he will report Sejdiu's demand to the United Nations headquarters in New York.

8 Nearly fifth of voters not intending to vote in EU parliament election

Just under one fifth of voters do not intend to vote in June's European elections. According to a new survey, 19 per cent of electors said they were already certain that they would not vote. Some 34 per cent of possible voters surveyed across the EU, however, say they are already certain that they will go and vote on 4-7 June. The poll, which was taken between January and February, does not predict the final turnout in the elections but, rather, attempts to draw a comparison between those who definitely intend to vote and those who definitely intend to stay at home.

8 'Compass' to boost voters' interest in EU elections[fr][de]

A team of prominent EU scholars last week unveiled the 'EU Profiler', an innovative 'voting advice' website that allows citizens across Europe to find their political identity ahead of the upcoming European Parliament elections in June. According to its initiators, EU Profiler is the first tool of its kind to appear in the EU political landscape, and should give voters some interesting food for thought as they go to the ballot boxes.

A president who is surprised by the extent of his own unpopularity
BY MOST measures, Nicolas Sarkozy ought to be having a good recession. Long before the crash came, the French president had called for an end to capitalist excess, appeals that were mocked at the time but now seem prescient. Tighter bank regulation and a more interventionist state à la française are both back in vogue. The government has not (yet) had to rescue any big French bank.
French people are not personally much in debt. True, France’s economy has been battered, but less so than most of its neighbours’. The Paris-based OECD expects GDP to shrink by 3.3% this year, compared with 3.7% in Britain and 5.3% in Germany. Yet French voters are in a volatile mood and Mr Sarkozy is surprisingly unpopular at home.

8 Swedish Pirate Party support soars after file-sharing verdict

Support for the Pirate Party, a political party running in the European elections, has soared in the wake of last week's conviction of the four Swedish founders of the file-sharing site. Backing for the Swedish Pirate Party has now leapfrogged that of the domestic Green Party. While it may be a blip of anger after the verdict and opinions may change come election day, almost 50 percent of young men under 30 say they intend to vote for the new faction in the June 2009 elections to the European Parliament.

9 EU critical of China's approach to dangerous products

The EU's rapid alert system,"RAPEX" – designed to share information between member states and the commission on dangerous products – shows that 59 percent of notifications in 2008 were for products of Chinese origin, up from 52 percent in 2007.

An influential Brussels-based think-tank says "zombie" companies – enterprises badly in need of structural reform but kept alive by state subsidies – risk hampering EU growth levels once the economic crisis comes to an end. "They stifle economic growth, while preventing reallocation of resources to sectors with higher growth potential," say authors Jean Pisani-Ferry and Bruno van Pottelsberghe of Bruegel in a publication released last week.

9 Call to boost EU creativity to tackle recession

Europe must focus on fostering creativity in order to tackle the economic crisis, according to education commissioner Jan Figel'. Speaking at a Committee of the Regions event marking the European year of innovation and creativity, the commissioner said it was important to promote creativity for individuals and for the community. He told the audience, which included 100 young people from various European regions visiting to showcase their work, that the economic crisis was at the top of the agenda.
