THE TRANSITION

By the grace of God the body of Christ in Europe is already in a time of transition. We are moving from an intercessory, forerunning phase of spiritual warfare and prayer characterised by watching in the night, to a time of practical action and manifestation characterised by working in the day. While we need ongoing prayer and spiritual warfare, this is no longer the primary forerunning, intercessory task. The task now is for the body of Christ to be repositioned into the world, demonstrating true power and glory, properly stewarding the creation gifts and laying hold of the future in the power of the resurrection. We can no longer hold on to old forms and habits that mislead the world. We must discover how to be witnesses of the kingdom of God that is coming!  Ask God for grace for all his people to understand and embrace the times in which we live, praying over the Lord’s words:“The Pharisees and Sadducees came up, and testing Jesus, they asked him to show them a sign from heaven. But he replied to them, ‘When it is evening, you say, it will be fair weather, for the sky is red. And in the morning, there will be a storm today, for the sky is red and threatening. Do you know how to discern the appearance of the sky, but cannot discern the signs of the times?’” (Mat 16:2-3)

How bleak is Europe’s future? Can Christianity survive today’s challenges? Will Europe’s cities soon be re-populated by Muslim immigrants? Will her cathedrals be replaced by mega-mosques?  Or will Europe simply implode from moral failure?

Socialist Prime Minister Jose Luis Rodriguez Zapatero announced a new government on Saturday after winning the confidence of the Spanish Parliament. But economic clouds are gathering fast over the new, female-dominated cabinet.

Background:José Luis Rodriguez Zapatero and the Spanish Socialist party won the general elections on 9 March by a narrow margin of 4%. Nearly 44% of voters backed Zapatero's party, giving the Socialists 169 seats in Parliament, against 154 for the centre-right Partido Popular (PP) (EurActiv 10/03/08).

Silvio Berlusconi triumphed in the Italian political elections sealing his third victory in almost 15 years of politics. In the winning right-wing coalition (PDL - Popolo Della Liberta'), the xenophobic Lega Nord also scored highly.

Euro-zone economies face external woes and internal tensions

AT THE World Economic Forum in Davos in January 2001, the mood was sombre. The dotcom bubble had burst spectacularly, the Nasdaq stockmarket had crashed, and the American economy was tipping into recession. Yet most continental Europeans were breezily optimistic. The long years of being lectured about their inadequacies by the Anglo-Saxons were over. Europe had wisely skipped the dotcom mania, and its new currency, the euro, was giving the continent a boost. Britain is trying to strike a behind-the-scenes European Union deal on bolstering temporary workers’ rights to lessen the risk of an embarrassing defeat in Brussels.

The government is holding secret talks with the European Commission over planned EU legislation on agency staff after blocking the proposal, along with a handful of other countries, for four years.

BRUSSELS, March 31 (Reuters) - Germany, Europe's biggest net paymaster, warned its European Union partners on Monday that it plans to curb the growth of EU spending from 2014 and pointed to room for cuts in agricultural outlays.

Deputy Finance Minister Thomas Mirow fired the opening shot in what is likely to be a marathon battle by saying in a speech in Brussels that the future budget cannot be allowed to grow as fast as it has in 2007-2013. Even if the budget ceiling stayed at its current level of 1 percent of gross national income, expenditure would increase in nominal terms by 40 percent in the next seven-year period

Referenda linked to future EU enlargements will no longer be compulsory in France under a draft law amending the Constitution to be adopted in July. The move primarily aims to allow Croatia to join the bloc next year but also clears the way for Turkey's accession bid, EurActiv France reports.

A draft law on institutional reform transmitted on 19 March to the State Council, France's highest legal authority, contains an article deleting all references to referenda to be held each time a new country joins the EU.

A scandal-hit European aid programme might be enlarged despite being the focus of a multi-million euro corruption inquiry. The European Union has backed reform of the Centre for the Development of Enterprise (CDE), which distributes aid to industry in the developing world, before fully investigating allegations that its former director gave contracts to companies in which he had a stake and misused a loan of €3.7m ($5.9m, £3m), critics say.

Terry Davis, the secretary-general of the Council of Europe, furrows his brow as he contemplates the condition of his Strasbourg-based organisation, now approaching its 60th birthday. Established in May 1949 at the onset of the cold war to promote democracy, human rights and the rule of law in Europe, the Council has in one sense amply fulfilled its task. EU foreign affairs ministers said they are prepared to open negotiations with Russia on a new Partnership and Cooperation Agreement (PCA) at their next meeting on 28 April, after agreeing on the wording of the mandate at their informal meeting in Brdo on 28-29 March."Even if I am not expecting any major policy shifts, I think there is an opportunity which we should take to open a new chapter in our partnership with Russia," External Relations Commissioner Benita Ferrero-Waldner said after the meeting. She expressed her wish to move towards "a real partnership on an equal footing" with a very broad scope, with energy security and supply being the first priority, but also including issues such as migration, trade and security.
