Jewish leaders will launch a new prayer for Europe on Wednesday at a ceremony inaugurating Brussels' main Orthodox synagogue as "The Great Synagogue of Europe." European Commission President Jose Manuel Barroso has been invited as a guest of honor at the political-religious event, organized by the Conference of European Rabbis (CER) and Belgium's Jewish community.

"Lord, bless and protect Europe and all the residents of the European Union," says the prayer, penned by the chief rabbi of the French city of Strasbourg, seat of the European Parliament

ATHENS -- Europe scrambled for ways to prop up Greece's crumbling government finances Tuesday, restoring some stability to this unlikely keystone of the global financial system and sending markets higher around the world. But the underlying economic problems facing Greece and some other European countries mean that radical cutbacks in government spending and more social pain are likely to follow as these countries move to avert a sovereign debt crisis, in which nations find themselves unable to pay on their obligations.

      Reversals of fortunes have come fast and hard, and nowhere more so than Greece.

This Mediterranean country dumped its own currency, the drachma, in 2001 in favor of the European Union's new currency, the euro. As a result, it gained unprecedented footing in financial markets. With Greek debt backed by the rock-solid euro, Athens raised billions from foreign pension funds and global banks at interest rates nearly as low as those offered to Germany, the fiscally conservative titan of Europe. Flush with easy money, government spending soared and the economy boomed.

The Congress is hosted by Chancellor Angela Merkel.

The European Parliament overwhelmingly approved the new European Commission led by President José Manuel Barroso today (9 February), clearing the way for the EU executive to take office nearly four months behind schedule.

BACKGROUND

The European Commission has far-reaching powers to initiate legislation and to provide oversight of existing laws on issues ranging from mergers and acquisitions to trade, financial market regulation, economic and monetary affairs and the environment.

It consists of one commissioner from each EU member state, each of whom holds a portfolio and is expected to act in the interests of the EU and its 500 million citizens, without following any national agenda.

   The Commission was scheduled to take office in November but approval was held up by delays in signing the EU's Lisbon reform treaty, amid disputes over who would fill two top-level EU jobs and due to Parliament's opposition to Bulgaria's original candidate.

    Before the vote, MEPs discussed with Barroso his new team and its division of responsibilities, as well as a new Framework Agreement: the legal basis governing relations between the European Parliament and the European Commission (EurActiv 29/01/10).  

    Legislators voted 488 to 137 in favour of the 26-person team put forward by Commission President Barroso, a move that was widely expected after the Portuguese replaced one of his original nominees last month following MEPs' opposition.

4. European higher education faces budget cuts

The global economic crisis has led to budget cuts in the education sectorin member states across the European Union at a time when the bloc isseeking to boost its economy by, among other things, putting educationcentre of its new economic strategy. Spanish education minister Angel Gabilondo, whose country currently holds the rotating EU presidency, has called for education to be "at the heart" of the European Union's 2020 Strategy - a 10n-year programme to boost the European economy. The strategy is to replace the Lisbon Agenda, expiring this year, and is due to be signed off by EU leaders in June.

4. Czech court bans far-right Workers Party

The Czech Republic's top court has banned a far-right political group, the first time a party has been banned in the country since its separation from Slovakia in 1993.On Wednesday (17 February), the Supreme Administrative Court (NSS) outlawed the Workers' Party, finding that it deployed racist, xenophobic, homophobic and anti-Semitic language and was a threat to Czech democracy.Roma are frequently a target of the groupThe court agreed with the government, which originally filed the petition, noting its strong links to neo-Nazi and white supremacist groups.

EUOBSERVER / BRUSSELS - EU foreign relations chief Catherine Ashton took aim at Serbian nationalist tensions in the western Balkans in a speech on her first trip to the region.

    Addressing the risk of secession by the ethnic Serb enclave in Bosnia and Herzegovina, Republika Srpska, which threatens to undo the country's 1995 peace deal, she said: "Bosnia and Herzegovina can only join the European Union as one country ...Politics of division and flirtations with secessionist rhetoric are as harmful as they are pointless. The EU will never accept the break-up of Bosnia and Herzegovina."

EUOBSERVER / BRUSSELS - Poland has threatened to freeze progress in EU-Belarus relations and to lobby the IMF to cut off aid following a crackdown on ethnic Poles.Police on Monday (15 February) arrested the leader of the Union of Poles in Belarus, Angelika Borys, along with around 40 other activists on their way to a rally in Valozhyn, in the west of the country.

Pro-democracy protester in Belarus. The Polish ethnic minority is a headache for the authoritarian regime.

7. Georgian president warns Europe against Russian warship deal

Georgia on Thursday (19 February) warned Europe against a proposed French sale of warships to Russia, as it would allow Moscow to invade any former Soviet republic "within hours," echoing concerns raised by Baltic leaders that the deal is in breach of an EU code on arms trade.

   During a visit to London, President Mikheil Saakashvili said that the warship sale was "very risky" and would "reward" Russia's continued military presence in Georgia's breakaway provinces, in violation of a French-brokered ceasefire agreement after a brief war in 2008.

"If the European Council (10-11 December) agrees a draft protocol on the appointment of French national MPs to the European Parliament, the ALDE Group will insist on the holding of a new Convention", claimed Andrew Duff MEP (UK Lib Dems), ALDE spokesman on constitutional affairs.

    EU leaders this week will be deciding whether to accept a draft protocol, proposed by the incoming Spanish Presidency, for nominating 18 additional MEPs foreseen under the Lisbon Treaty. Article 3(c) would allow some of them to be appointed from the ranks of national parliamentarians as was the case prior to 1979. The protocol must be ratified by all 27 Member States as well as the formal opinion of the European Parliament.

Feb. 20 (Bloomberg) -- The Dutch government collapsed for a fifth time since April 2002 after the Labor Party refused a NATO request to extend the country’s military stay in Afghanistan’s Uruzgan province.

“Where trust is lacking, an attempt to reach an agreement on content is doomed to fail in advance,” Prime Minister Jan Peter Balkenende said today after a 16-hour Cabinet meeting in The Hague. “It would just be a prelude to new controversies in the future.”

9. Freemasons keen to open office in EU capital

A French freemason has said that part of the movement is keen to open a bureau in Brussels to lobby against the rising influence of religious organisations in the EU institutions."The masonic orders should practice politics in the positive sense of the term: So that despite their own partisan divisions, they speak out on the side of secularism and voice their disagreement with this or that governmental or European decision," Jean-Michel Quillardet, the former Grand Master of the Grand Orient de France, told Belgian daily Le Soir in an interview out on Wednesday (17 February).
