In short: MEPs will meet in committees to prepare the questionnaires for the forthcoming hearings of commissioner candidates and to meet the Dutch ministers in their respective areas to discuss the programme of the Dutch EU Presidency. 

 

(PRAY that the questionnaires for the commissioner candidates will bring out values and abilities crucial to fulfilling God’s agenda for Europe and the EU.)

 

Brief news: The Parliament's new committees start meeting this week. Two main tasks will be on their agendas:

to prepare the questionnaires for the forthcoming hearings of commissioner candidates

to meet the Dutch ministers in their respective areas to discuss the programme of the Dutch EU Presidency (1 July- 31 December 2004)

The hearings of Barroso's chosen team by the specialised committees are due to take place between 27 September and 8 October (the specific dates for each committee are not yet fixed). A number of questions will be asked to each commissioner candidate to determine whether he/she is fit for the portfolio he or she has been given (see EurActiv, 13 August 2004). The European Parliament will then vote on whether to approve the whole commission at the end of October. The new European Commission will start its five-year term in office on 1 November.

 

MEPs in the budget committee will be examining the EU budget for 2005. Budget Commissioner Michaele Schreyer will appear before the Budget Control Committee on Tuesday to discuss a report on the fight against fraud in 2003. There will also be a debate on an Action plan on Fight against Fraud for the years 2004-2005 and new rules for the protection of the Community's financial interests.

 

(PRAY that the budget committee will make wise decisions and that fraud and any dishonesty will be uncovered and dealt with.)

 

On 3 September, the outgoing European Commission is to hold its first weekly meeting after the summer break and is expected to look at reform of the EU's Stability and Growth Pact (see EurActiv, 30 August 2004).

EUOBSERVER / WEEKLY AGENDA (6 - 12 September) - After last week’s frantic activity in the European Parliament, attention this week turns to the Dutch Presidency as they try to pack a busy schedule into their "four month Presidency". This week sees three ministerial meetings, of which the most important is an informal meeting of finance ministers in the seaside resort of Scheveningen near The Hague in the Netherlands.  [Selected excerpts]

 

Tough talk on finance

Also on the agenda of this meeting is the EU's financing from 2007 to 2013 - likely to be one of the EU’s most controversial issues in coming years. Those paying most into the EU’s coffers want to see member states’ contributions capped to one percent of Gross National Income. But the European Commission argues that the EU’s budget needs to be increased if the EU is to play to its full potential on the world stage.

What values for the EU?

Outside the strict ministerial domain, but still of crucial importance is the series of conferences on "the politics of European values", the first of which is on Monday (6 September).  Dutch Prime Minister Jan-Peter Balkenende aims to launch a debate about the basic principles of the EU, the values it represents and their significance to EU citizens.

 

Joining Mr Balkenende for this inaugural conference will be, amongst others, the President of the European Convention, Valery Giscard d’Estaing, Latvian President Vaira Vike Freiberga, Norwegian Prime Minister Kjell Magne Bondevik and Turkish State Minister Mehmet Aydin.  Mr Balkenende hopes to use the results of the conferences to launch a similar debate at Head of State and Government level in December.

 

(PRAY that “European values” will be true, righteous values that will benefit citizens of Europe and not hinder God’s agenda in any way.

MEPs consider how to 'sell' European Constitution

EUOBSERVER / BRUSSELS - The European Parliament is hoping to kick-start a Europe-wide debate on the EU Constitution when it becomes the first parliament to vote on the text at the end of this year.

MEPs will give their opinion on the Constitution on 15 December - just six weeks after the document is formally signed in Rome next month. "By debating the issue of the new Constitution as soon as possible, we can kick-start a similar debate across the continent", said UK Labour MEP Richard Corbett on Wednesday (1 September), a member of the Parliament's Constitutional Affairs Committee. He said he was convinced that the "overwhelming majority [of MEPs] will endorse the Constitution".

 

The European Parliament "should act as a pioneer” said conservative MEP Inigo Mendez de Vigo, and member of the same committee. "The people that we represent have not read the Constitution", he said. "We're talking about a very basic level of knowledge here".

MEPs prepare to play a "pedagogical role" in ratification of EU Constitution

The European Parliament will vote on the EU Constitution on 15 December, after which the Constitutional Affairs Committee will begin tours of national parliaments. 

 

Brief news:

The European Parliament will be the first parliamentary body to approve the Constitutional Treaty, MEPs decided at a meeting of the Constitutional Affairs Committee on 2 September. The two co-rapporteurs on the Treaty, Iñigo Méndez de Vigo (PPE-DE) and Richard Corbett (PSE) emphasised the need for the European Parliament to take on a "pedagogical role", which may have a positive influence on the ratification process in the Member States.

 

According to the timetable, a hearing with NGOs would be held on 25 November ahead of the vote at a Strasbourg plenary on 15 December. The Committee would send delegations to national parliaments in 2005.

 

Some MEPs had suggested organising the votes for the week preceding Europe Day (9 May) in 2005. However, speaking on behalf of the Dutch Presidency, Foreign Minister Bernard Bot said he did not support the co-ordination of ratification in the Member States. In his view, ratification requires a different approach in each country and it is up to each Member State to decide the dates for ratification and referenda.

 

Mr Bot was in favour of a co-ordinated communication strategy ahead of ratification. He said that an informal ministerial meeting will be held on 5 October to assess efforts made in the area of 'communicating Europe' as well as the preparations for referendums and ratification of the Constitution.

 

The ratification of the Constitutional Treaty will begin after its signing on 29 October in Rome. The Member States will then have two years to complete the process.
