PRAY that ALL EUROPEAN CHURCHES will adopt this plan for joint prayer by May 2004; it will make an essential difference as the politicians plan their various approaches.

 

Flemish Evangelical Alliance Recognises First Sunday in May as day of Prayer for the European Union. In their meeting of 22 December 2003 the idea of making the first Sunday of May be a prayer day every year for the EU was approved!

Christians in Europe adopted the first Sunday in May (this year 2 May) as a day of prayer for the European Union, and invite Christians and churches worldwide to join in. On 1 May the EU will be extended with ten new nations. [JOEL-NEWS-INTERNATIONAL-473 * 19 APRIL 2004 * WWW.JOELNEWS.ORG]

 

PRAY that the Lord will have His way with the European Union.

PRAY for true spiritual unity in the Body of Christ in Europe, and for reconciliation between nations and people groups.

Up new leaders.

PRAY for Spirit-inspired partnership and synergy between ministries all over Europe.

PRAY for justice and integrity in politics, and the election of capable politicians that will honor God

1.      PRAY that your national leaders understand the importance of this union to your national culture and Christian values. [Write them if you doubt this]

2.      PRAY specifically that your members of the Intergovernmental Conference [IGC] and the European Parliament will work and vote in the best interest of your nation and its best values.

3.      PRAY for and contact your religious leaders and ask that they will speak out for what is in the best interest of the churches of your nation.

Brief news:

British Prime Minister Tony Blair is set to announce his cabinet's decision to hold a referendum on the EU Constitution later this week, British press sources have reported. The plebiscite would focus on the specific issue of whether the UK should adopt the new EU Constitution and not on the broader issue of whether the UK should remain in the EU, said the Financial Times.

 

The announcement would come as a 'U-turn' in Blair's current policies following the advice of his cabinet ministers, including Jack Straw, John Prescott and Gordon Brown and supported by many labour MPs.

 

If it is to go ahead, British conservatives would be deprived of an important pillar in their strategy ahead of the European elections on 10 June and general election in Britain expected in spring 2005. It is predicted that the referendum would take place in mid to late 2005.

 

The EU Constitution is expected to get its go-ahead from EU leaders during their next summit meeting in June. The negotiations may bring with them the removal of national veto from certain key areas for Britain, including some areas of judicial cooperation.

 

A referendum in the UK will increase pressure on other countries, including France, to follow suit.

Heads of state and government have pledged to agree on a constitution for Europe by June and adopted several measures to boost the fight against terrorism. 

 

Brief news:

Heads of states and goverments have unanimously committed themselves to reaching a deal on the Constitution by their next summit on 17-18 June. "We all want to see a new constitution in place as soon as we can," Bertie Ahern, Irish Prime minister and President of the European Council, told reporters after the meeting of leaders of the 25 current and future EU Member States. He set a mid-June deadline for an accord, adding: "It definitely won't be easy." Pledges of agreement on Constitution from the Spanish incoming prime minister, Zapatero, and the subsequently more amenable stance by Poland have galvanised EU leaders into a new spirit of compromise which has revived prospects for the Constitution to be agreed within the Irish Presidency.

 

The breakthrough on the constitution came after EU leaders had adopted a Declaration on Combating Terrorism. Gijs de Vries, former Dutch interior minister, was appointed as 'Mr Terrorism'. He will co-ordinate EU action on terrorism and make sure that Member States implement what has been agreed, under the responsibility of Javier Solana. The beefed-up Action Plan on Terrorism will be looked at again during the June European Council (see EurActiv, 25 March 2004)

 

EU leaders also underlined the need to ensure that law enforcement agencies (security services, police, customs etc.) cooperate with each other as extensively as possible. High Representative for EU foreign policy, Javier Solana, has been asked to report to the June European Council on how intelligence capacity can be integrated within the Council structure.

Way 'cleared for deal on EU treaty'

Valéry Giscard d'Estaing, the former French president and architect of the EU constitution, on Tuesday claimed to have brokered a deal that clears the way for the new treaty to be signed in June.

 

 Mr Giscard d'Estaing said Spain and Poland backed his compromise plan for a new EU voting system, removing the last substantial obstacle to an agreement, which aims to streamline the EU as it expands on May 1.

 

The constitutional treaty, which also creates high profile new posts including a foreign minister and a semi-permanent president, is seen as vital for an EU that will grow from 15 members to 25.

 

His claim came on the day Tony Blair, British prime minister, confirmed his plan to hold a referendum to ratify the constitutional treaty, which will pit him against a eurosceptic media and hostile electorate.

 

Mr Giscard d'Estaing, who chaired the convention which drafted the treaty, has been on a tour of capitals trying to ensure the final text is as close to his original work as possible.

After the agreement by EU leaders to bring the IGC to a close by the June European Council, a Polish government official has indicated the current proposal for double majority is unacceptable for Poland. 

 

Brief news:

On 25 March, EU heads of state and government signalled their "political will", as requested by the Irish Presidency (see also EurActiv 25 March 2004), to the objective of bringing talks over the EU Constitution to a conclusion by the June European Council. While the commitment is now there, the negotiation of the exact terms of the compromise will undoubtedly hold difficult moments.

 

"The 50/60 double majority formula will never be accepted by Poland," Secretary of State at the Chancellery of the Prime Minister Prof. Tadeusz Iwinski said at a Center for European Policy Studies (CEPS) event on 26 March. The current proposals in the draft Constitutional Treaty (ie qualified majority decision making with the approval of half of the Member States representing 60 per cent of the bloc's population) "means in practice a very radical shift in power towards the most populous Member States". The idea of double majority "appeared at the very final stage of the Convention. No real debate, let alone a working group, preceded it," said Mr Iwinski (see also EurActiv 22 March 2004).

 

The outcome of the IGC summit in December 2003 was a disappointment for Poland. Despite its displeasure with the Convention's proposals on double majority, the Polish delegation "came to Brussels with a genuine intention to negotiate". However, real negotiations did not take place due to the unwillingness by certain delegations of large Member States to reach a compromise, said the State Secretary and observer MEP. Mr Iwinski was left wondering why Poland was in the end labelled "anti-European" after being left with the one procedural issue of double majority voting open, something of great political importance to Poland. Mr Iwinski pointed out that, unlike in most of the other new Member States, the future of the EU Constitution is an important domestic political issue in Poland.

 

Many compromise scenarios are possible but the one Poland can accept will lie between the provisions of the Nice Treaty and the Convention's proposals on double majority (see also EurActiv 23 March 2004). One of the solutions Poland would be in favour of, said Mr Iwinski, is the inclusion of a revisiting clause. The task of the current IGC would be to agree two alternative systems of voting - one would be a variant of the Nice system based on weighted votes while the other would be a modified version of the Convention's double majority formula. Member States would then be asked in 2009, having tested the Nice system, to chose between the two.

 

Another possible scenario would be a system of full proportionality in the Parliament and a system of weighted votes in the Council resembling the German Upper House. This "solution [is] worth striving for but difficult to realise for the time being," concluded Mr Iwinski.
