VIENNA (Reuters) - Austria moved into the driver's seat of the European Union on Sunday pledging to give it new momentum after what Chancellor Wolfgang Schuessel called "a terrible year" that eroded public trust in the 25-nation bloc. As EU president for the next six months, Austria will aim mainly to help restore growth in western Europe, get a sceptical European Parliament to ratify the bloc's hard-won 2007-13 budget and try to salvage its moribund draft constitution.

VIENNA Austria plans to revive the moribund European constitution and will promote expansion of the European Union, but it will also raise a critical voice on issues like the involvement of European institutions in the domestic affairs of the 25 member states, according to Chancellor Wolfgang Schüssel, who took over the six-month rotating EU presidency on Sunday. Following months of bitter contention over the Union's direction, Schüssel, 60, said Europe needed "some moments of fantasy and flexibility and new thoughts." He said he would restart efforts to draft a new constitution at an EU conference on European identity to be held in Salzburg in late January

The Luxembourg-based European Court of Justice is similar to the U.S. Supreme Court in the way it decides how to apply federal-style laws. A recent decision by EU judges to force national treasuries to reimburse companies for tax losses outside of their home countries was among a series of "backdoor decisions of the European court" that Schüssel said served to extend EU law without prior agreement among politicians.

This week, however, Gordon Brown appeared to distance himself from the deal when he revealed its full costs. In the issue of 25th Nov. you are quoting 'The Economist' who thinks that our new government is a desaster. I thought so myself in the beginning. The longer, however, it went my view changed. Today I am praising God’s wisdom.
